it's not than everything should thrown away, and fit any dogma,
it's just than Debiat policiy weren't designed for different os in mind,
and have some GNU/Linux idiom,
so it only needs some thougth/small changes, to make Debian be able to
extend
and not only for the GNU, but also for *BSD, and whatever good free os
will come

i don't agree about what you mean by _massive_ changes
