perhaps he means C implementation
ldd /usr/bin/debconf
libdebconf.so.0.1 => /usr/lib/libdebconf.so.0.1 (0x4002a000)
libc.so.6 => /lib/libc.so.6 (0x40035000)
libdl.so.2 => /lib/libdl.so.2 (0x40158000)
/lib/ld-linux.so.2 => /lib/ld-linux.so.2 (0x40000000)
which is bundled in cdebconf package.
