Right, but:

 - The question was about Linux, not the PC BIOS.  Obviously, PCs that
won't boot w/o a keyboard won't boot any OS - Linux, Windows, OS/2,
whatever.

 - The kernel knows about the state of the legacy PC keyboard, but it
keeps the secret to itself.
