Yes, Essential and Priority are orthogonal things.
In theory, it's possible to have an essential package which is not required.
In practice, however, such package is likely to be a replacement of
another essential package, in which case it conflicts and replaces the
essential required package, and it's priority extra (since it conflicts
with a package of optional or higher priority). Not that there are many
packages like these in the archive, buy the possibility is open.
