And these conflict lines are being added not for a technical
reason, but on basis of some subjective judgment?
Can other developers also introduce conflict lines based on
their own credos too? (hell, the maintainers who control base
packages can pretty much throw anything out of the distribution
then).

I'll go even better. I'll start instituting my moral judgment
about which packages are fit to be on the users
machines. debian-sanitize would probably be the first one to conflict
with.
