There is nothing stopping the interested people from paying the $1000 direct 
to OASIS on bahalf of Debian.

If money is donated to Debian with a condition attached (such as giving the 
money to OASIS) then there would be no other options than refusing the 
donation or accepting the terms, and it seems that we don't have anyone who 
violently objects to OASIS so accepting the terms would be the option.

The only issue then is what happens if <$1000 is donated.

But I think we are about to get a consensus on matching funds anyway.

I think that everyone agrees that the second year's fees would not be paid 
automatically.
