Cross-compilation is an aspect I hadn't thought of.

Fair enough.

My principal objection was that a filing of wishlist bugs against all
kernel- packages seemed a bit severe (and premature) at this point.  If
you go ahead with this, perhaps leave it until after Woody release?

Yes, I know they are only wishlist bugs and therefore won't hold up
the release.  I'm just imagining the inconsistencies we'd have if in
Woody if those wishlists were half-fulfilled prior to release, depending
on the whims of the individual kernel-related package maintainers.
