Someone pointed this out to me :

FHS defines configuration files must
reside in /etc, but it does not say all files in /etc 
must be a configuration file, 
and there is no must-clause around the policy, it is only a 
"normal" bug.


The logic is, if they need to be edited, they need to go in
/etc, but being in /etc does not guarantee editability.
