Well, I'd start by working from the existing build daemon code (see
http://buildd.debian.org/) and the pentium-builder package (which
allows all sorts of things, not just -m586).  I suspect it wouldn't be
hard at all; the main thing would be to find disk space, CPU, and
bandwidth.
