Er, yeah. I missed that return statement in the code.
It'd be easy enough to add an option to dpkg to install perms on existing
dirs. The question is whether we want to.
Also, this won't be put into woody, even tho I will be uploading a new dpkg
for sid/woody(rc bug, bah).
