Package moving to testing (WAS: RE: Understanding my package entr y in update_excuses)

I dug a bit into that. If I just apt-get source xerces and then build it
against libicu-dev_2.0-3 the resulting libxercesicu1 package is fine (except
that for some interesting reason, the shlibs depends do not list the
dependency on libicu, even though ldd shows it!). So if it were rebuilt it
would work. Are you saying that what is visible in unstable as far as binary
packages is what conditions deciding what moves to testing? I.e. unless it
has been "proven" in unstable, a package won't get rebuilt just to try for
testing?
