Bug#130512: ITP: vftool -- tool to generate VF files for dvi2ps/dvi2dvi

To use japanese PostScript fonts and/or TrueType fonts etc. 
in TeX files, we need VF fonts and vftool is a tool to generate
these VF fonts.

As a similar tool, there is makejvf (which I maintain too)
and the differences between vftool and makejvf are;

- vftool is much versatile than makejvf but

- vftool is much difficult to use than makejvf

* Description: a tool to generate VF files for dvi2ps/dvi2dvi
 You can use PostScript fonts and/or TrueType fonts etc. in your TeX files
 with the VF files generated by vftool.
