Because the AIX kernel and win32 kernels are not free.
"GNU/Linux" means "That variant of the GNU system which includes a
Linux kernel".
Since a GNU system is always, by definition, free, there is no such
thing as "That variant of the GNU system which includes a win32
kernel".
