packages in .deb not installed !?!

Sigh... don't know if this is contibuting to my other problem
(not being able to install some packages) or not...

I'm installing a local copy of sendmail, and several files that
it contains (aparently all under /etc/) are not missing...

$dpkg -L sendmail [some of the missing files]
/etc/cron.daily/sendmail
/etc/pam.d/smtp
/etc/ppp/ip-up.d/sendmail
/etc/ppp/ip-down.d/sendmail
/etc/logcheck/ignore.d.paranoid/sendmail
/etc/logcheck/violations.ignore.d/sendmail

$ls (the above list)
ls: /etc/pam.d/smtp: No such file or directory
ls: /etc/ppp/ip-down.d/sendmail: No such file or directory

ls: /etc/logcheck/violations.ignore.d/sendmail: No such file or directory

I've verified that the files are indeed in the .deb, with the expected
attributes, sizes, etc.

Something is amiss... anyone seen anything like this before ?

PS it happens on both 2.4.6-ac5 and 2.4.7-ac3
