The key point is _existing_. Yes things are improving, but they aren't
there yet.

So far as I can tell, I can't even set a single consistent set
LANG/LC_ALL/whatever for US english using ISO-8859-1 that doesn't have
*something* complaining about unknown locale. One program/library wants
uppercase, another wants lowercase, some want dashes, others want
underscores, and yet others want neither. When the I18N/L10N community
can decide on what the actual locale/character encoding names *are*,
then we can talk about how to use them.

(Note that I'm ranting about the tools, not the concepts).
