procmail-3.21 is severely broken. Please, don't install it.
(I've already filed a bug against ftp.debian.org asking it to be removed).

There will probably be a procmail-3.15.2 release instead, which has
the security fixes in 3.20/3.21 without the annoying bugs, but this may
take a while.
