Well, speaking as someone who is not a particularly good maintainer:

I would hope to fix bugs in a reasonable amount of time.  I often
don't, in fact.  If someone else knows how to fix them, then I would
*never* object to an NMU (properly carried out). Go for it. I am not
an island: if my bad maintenance is crippling a package you need, fix
it.
