FWIW: 

debconf (0.9.28) unstable; urgency=high

  * The "bugger testing" release.
  * Uploaded with high urgency because I am SICK AND TIRED of getting
    2 bugs a day from people who have downgraded to the ancient debconf in
    testing and broken their systems, the 2 other bugs a day from people
    who panic at the sight of a perl -w message, and the 3 or 4 messages a
    day on -user from people who are experiencing other, tangential
    problems.

Now if people can refrain from filing duplicate RC bugs on already fixed issues
on debconf (and stop reassigning duplicate RC bugs on fixed issues to debconf
without even telling me), it _might_ make it in in 2 days.

FWIW, I am very annoyed that testing has forced my hand in this manner, and
would have preferred to keep this version of debconf out of testing for
another month. I feel that this entire episode points to some fundamental
problems with testing that are not being addressed.
