It's also used to post anonymously to newsgroups or mailing lists you
may not want people to know you read. It can't be used by the installer
to send anonymous mail - it allows other people to send anonymous mail
through that service. I believe it has optional features to prevent large
amounts of email from coming from one address, to avoid spam. In any case,
it's in the interest of the person who installs it to stop it from being
used for spam. In this case, it's no different from a mail server, which
can be set up as an open relay.
It's not fair to say that it could be used for spam, so it should be
allowed - it's primary function is for privacy, not spam.
