Because I got convinced that suidmanager is not capable to figure out
if something is an overide or a default.
If we do decide to go that route and use the package==user|local
heuristic to check for overrides we still need to add a new step:
new packages not to unregister the statoverride that was imported from
suid.conf so it won't keep cluttering the db.
