I've wondered about this too, since the cvs repository for module deity
seems to have trace of gettext support, while the module apt seems to have
lost it?
Anyway, the current situation is somewhat ugly because we have 
dpkg giving localized messages, and apt giving me text in C...


The changelog for apt 0.5.0 gives :

  * Various i18n stuff. Note that this still needs some i18n wizard
    to do the last gettextization right. Closes: #62386

so I would have thought there were attempts to do it.
