Ew indeed. Especially since the only thing a .d/foo script needs to do to
avoid running when the package is removed (as oposed to purged) is to test
-f /usr/sbin/somebinary, for example. Any file not in /usr/share/doc nor in
/etc, which is not a conffile will do.
