whoever wants it, there's debianised source & binary for vtun 2.5b1-2
(not yet uploaded to incoming) in http://taz.net.au/vtun/

-rw-r--r-- 1 root root 6475 Nov 28 11:29 vtun_2.5b1-2.diff.gz
-rw-r--r-- 1 root root 637 Nov 28 11:29 vtun_2.5b1-2.dsc
-rw-r--r-- 1 root root 973 Nov 28 11:29 vtun_2.5b1-2_i386.changes
-rw-r--r-- 1 root root 47300 Nov 28 11:29 vtun_2.5b1-2_i386.deb
-rw-r--r-- 1 root root 83002 Nov 28 11:29 vtun_2.5b1.orig.tar.gz

this version works with kernels >= 2.4.6. i haven't yet been able to make
a package that works with both kernels < and >= 2.4.6

feel free to use it as a base or to roll your own.
