Absolutely. However, there might be someone who is designated as the
"menu master" who has the job of answering questions about the menu
structure and its proper use whenever policy is not clear or fails to
address some issue. Additionally, this person might have the authority
to invent new subcategories on an as-needed basis (hopefully not
something that will be needed very often).

Is that "I am not a Debian maintainer"?

I think you're basically right, we don't want "misc"; it would just
be a dumping ground for things that didn't fit anywhere else. Best to
either find a good existing category, or have the "menu master" (or
menu committee -- whatever) invent a new one.
