title of debconf

Hi all,

I recently upgraded 3 or 4 Debian systems (sid) and noticed
that title of debconf of a package which did not define db_title 
in its config changed (or was different) in each cases.

I encountered this with pump package, in fact.
(or it's me who did mistake?)

It seems this is a bit unexpected behavior of debconf.

I would like to know if my understanding is right and
it is a real problem to be fixed.
