About policy updates and bug #76868

I'm finishing a package and plan to use the 'invoke-rc.d' system
  described in bug #76868.

I've seen that the command is available on the sysvinit and file-rc
packages and I supose is all rigth to use it, but I'm asking myself
what keeps the proposal out of policy.

I've been reading the document titled 'A mechanism for updating Debian
Policy documents' that comes with the latest 'debian-policy' package
and it talks about an AMENDMENT status, see:

    file://usr/share/doc/debian-policy/policy-process.html/ch3.html

and looking in the bug tracking system the bug is marked as PENDING
  AMENDMENT.

My question is: what needs to be done to include the proposal in
  Policy?

  Thanks in advance,

    Sergio.
