You have to think about the average Debian user, not the average English user.

The description of `required' priority says if you remove a required
package "you may not even be able to use dpkg to put things back".

console-tools contains /bin/loadkeys (note that it's in /bin, not /usr/bin).
Have you ever tried to use dpkg on a system where the keyboard does
not work properly? (you might not even be able to type dpkg --help).
I think console-tools should remain required.

BTW: What are those important packages on which console-tools depends?
