I think the question was more "why does one explicitly need to send
copies of the discussion of the bug to the submitter" rather than "why
in this case did a copy of the discussion of the bug not get sent to the
submitter".
I can see that for some users the discussion might be some combination
of confusing and annoying but I've often found there have been times
when as the submitter of a bug I found I was missing out on useful
discussions.
