I thought a proposal had been adopted to have the ftp admins
override the Maintainer: field of orphaned packages. It is relatively
painless for a maintainer to upload a version with a changed
Maintainer: field, but it isn't reasonable to require every user to
download a new version that isn't changed in any substantive way.
