Is policy 11.1 right?

Hi all,

I am afraid I misunderstand something trivial but
policy 11.1 states as follows;

          ifeq (,$(findstring nostrip,$(DEB_BUILD_OPTIONS))) 
          INSTALL_PROGRAM += -s 
          endif 

This seems when DEB_BUILD_OPTIONS includes "nostrip"
then one will install with "strip option"???

What is wrong with my understanding?
