Debian Developer Machines

I was looking at http://db.debian.org/machines.cgi to refresh myself on which
machines are out there when somehting struck my attention (as small as that is)
I was lookin at the "Access" column and noticed things such as
	* developer only
	* restricted
	* by request
	* all

What is the "all" section about? I notice klecker is set as a developer-only
machine, but people.d.o points to klecker. Does this mean that translators and
doc maintainers us a differant machine for their "personal" space? Or am I
missing something here? Maybe the "all" should be merged with "developer only"?
