This loop happened after I added a few Reply-To:s in response to user
wishes. It was incited by people sending something to foo@bugs and setting
reply-to to foo@bugs.

Possibly the best solution would be for the BTS to ignore all mails that
have a Debian-PR-* header -- if a message already passed through it, there's
no reason to let it in again.
