It's not documented (in any released document anyway), but was added to
the dpkg code about a year ago since dsc files didn't have it before.
Since nothing has changed it is still at format 1.0. You could have
gotten that info frmo the dpkg changelog :)

That's for a .changes file, which has a different format indeed.
