moving a package from non-US/main to main?

Hi,

One of my packages, apg, has a new upstream release, 2.0.0b3. The old
versions included some algorithms using SHA and were in non-US. The
new version still has SHA, but can be compiled without using the SHA
sources, using CAST instead.

As far as I understand, a program only using CAST can be in main. What
do I have to do to move the package? What do I do with the upstream
tarball that still has the SHA code included?

Is it possible to have a package's source in non-US while the binary
package is in main?

Any hints will be appreciated.

Greetings
Marc
