Because Gnome had a large number of documentations 83 and 38 applets.
And then made an explanation how to include Gnome documentation like:
To include Gnome documentation for the doc-base system you need to move
all files in /usr/share/gnome/help/<foo> to
/usr/share/doc/<package>/html/<foo> and then make a symlink like
/usr/share/gnome/help/foo --> /usr/share/doc/<package>/html/<foo>
With this, you can read documentation with doc-base and with the Gnome
help system.
