The kernel itself does not use that symbol.  So whether it is defined or
not in the kernel headers has nothing to do with whether a particular
architecture supports quota.

The fact that it is defined in an ac kernel has no bearing on whether this
is a kernel bug.  Especially when the patch hasn't made it to a Linus kernel
yet (at least as of 2.4.8pre4).
