Will there be an upload target (e.g. 'frozen') for versions of a package
intended for woody?

For example, I obviously intend to work on my base packages between the
time base freezes solid and the time we release, and I would like to
upload those changes to unstable so that they actually get tried out by
some users and autobuilders, but they won't be targeted at woody. At the
same time, if I discover a security issue, I'll want to fork an earlier
version for woody. Will we be able to upload to frozen if necessary in
the same way we could in earlier release cycles?
