I've done most of the development recently, since late February.

I don't know of a font-lock mechanism for perl, but who knows?

I haven't tried apt-listchanges yet, but if it pulls out the new
part of the Debian changelog, then I suppose apt-listchanges
could have as an option to display through Emacs (using emacs,
emacsclient or gnuclient with some configurable options).
