ssh version 2 and ssh-keygen

Hi, I was about to file a minor bug against the ssh package, but I
thought I'd throw this out to the community to see what the course of
action should be. The current OpenSSH package in sid defaults to using
version 2 for connecting to remote hosts. However, ssh-keygen defaults
to using version 1 RSA. Since everything else defaults to version 2,
shouldn't ssh-keygen do so as well?
