ITP: cidr

I have created a debian package for cidr, an address calulator for CIDR
networks. I'm pretty sure that it was in debian in the past, but have been
unable to find it in the distribution. Motivation: three iced coffees in <
20 minutes.

If there is demand, I'll go through the NM process. Otherwise, I'll move the
source package to my homepage and probably let it rot.
