So, what do you see wrong with this license? It looks like it is free to
me.

While it does not use the words "distribution", the statement "... this
entire notice is included in all copies of any software ..." make it clear
that "copies" are allowed, thus making distribution of modifications also
allowed.

Have I missed something?
