private menu directory for language-env



Hello,

I am a maintainer of Debian language-env package.  It has as
many as 15 menu items in Apps/Tools and the number is growing.
(The next repease will add Polish support.)
I think this number is enough for having an independent menu
directory like Apps/Tools/Native-Language or
Apps/System/Native-Language ("Mother-Tongue" could be a candidate
for this name).

Does this need the change of Debian Policy Manual orother
special permission?  Though there are some packages like
Mozilla that have their private menu directories, the Menu
Policy does not mention them.  If yes, we might not have
enough time till the freeze....

If I can do it freely, any suggestions for appropriate directory
location/name?  I'd like to know especially the opinions of
developers of language-env components.
