New List Request: debian-guile

Requesting a list primarily for Debian developers creating packages
that use Guile, such as libraries or programs with Guile
embedded. The list would be roughly analogous to debian-java,
debian-perl, debian-ocaml-maint or debian-python.

The list may have a secondary use in supporting Debian users who use
Guile-based packages.

Per the lists HOWTO, the required info is appended here (space offset
to avoid confusing the bug system):

 Name: debian-guile
 Rationale: A list is needed to coordinate the efforts and policy of
        Debian developers creating Guile-based packages. Similar
        lists exist for Java, Perl, Ocaml and Python programming
        languages.
 Long Description: A list for Debian developers creating packages that
        use Guile, such as libraries or programs with Guile embedded.
