It turns out that saying "version 3 of the RPM format" wasn't
sufficient, since Red Had has made many (not necessarily forwards or
backwards compatible changes) to "version 3 of the RPM format".
That's why chapter 13 was chagned to point at the Maximum RPM book.

As far as it changing, Maximum RPM has only been published once, so
there's only one version of the book: ISBN #1-888172-78-9, published
in 1997.  It's an omission that the bibliographic information for
Maximum RPM wasn't included in the "Related Standards" section of the
Introduction.
