There is the bug tracking system which the LSB group used for the
specification review period:

I encourage you and anyone else who knows about specific problems
(like the file dependencies) to submit a bug report. This will help
ensure that it doesn't accidentally get lost.

We already have a few "rpm sux!" reports so we don't need any more of
those :-)
