[testing] tcltk8.0-ja and friends

I think -tcl8.0-ja, -tk8.0-ja, and tcltk8.0-ja could move into testing
if they were forced through as a group. They currently can't move in
because bookview depends on tcl8.0-ja and tcl8.0-ja, but in unstable
those binary packages have been moved to the tcltk8.0-ja source package.
