testing works on source packages, not binary packages:

  [cjw44@riva ~]$ apt-cache showsrc mkisofs
  Package: cdrtools
  Binary: cdrecord-dev, mkisofs, cdda2wav, cdrecord
  Version: 4:1.10-1
  Priority: optional
  Section: otherosfs
  Maintainer: Erik Andersen <andersee@debian.org>
  Build-Depends: debhelper (>= 2.0.80), sharutils
  Architecture: any
  Standards-Version: 3.1.1
  Format: 1.0
  Directory: pool/main/c/cdrtools
  Files:
   49d602ecac94d30c5fdf42a58818f395 656 cdrtools_1.10-1.dsc
   6d7b2d5eb5d427643ffdb2cf69f319df 1271715 cdrtools_1.10.orig.tar.gz
   571dcb69ef8a89f9c91c68d24202e518 38801 cdrtools_1.10-1.diff.gz

  [cjw44@riva ~]$ grep-excuses cdrtools
       * cdrtools 4:1.10-1 (new) (optional) (low)
            + Maintainer: Erik Andersen <andersee@debian.org>
            + only 1/10 days old

The most recent version closed at least one critical bug (#93592), which
will have been why the previous version wasn't in testing already.
