Actually, that makes as much sense as having traceroute in /usr/sbin.
Anyone running dpkg is obviously performing an administration function.
Even its query functions are meant to aid administration (e.g. deciding
which packages to install).  The same goes for dselect and apt.  And
surely, anyone who's capable of using these tools is also capable of
adding a few directories to the PATH.
