I thought the buildd for i386 was outside the US. I'm surprised to find it apparently doesn't build non-us. I uploaded openafs built on powerpc over a week ago (builds fine on i386, but wanted to test the autobuilder) but it hasn't been uploaded . If the buildd machine is in fact outside the US, it should probably be configured to build non-us.
