Also when looking at files users will use the expensive cat and most of
the file will scroll off the screen before they can read it thereby
increasing load and wasting system resources.  Let's move cat to /usr/sbin
forcing users to use less.  No less is still too expensive because it lets
you scroll backwards.  Put it in /usr/sbin too and make them use something
simple like more.
